The city of Lakeland had hoped to finish a project disrupting traffic on Cleveland Heights Boulevard before the start of classes Monday at nearby Carlton Palmore Elementary School. But officials said today that recent rains have delayed completion of the project by about two weeks.
The work is part of the final phase of the city’s English Oaks wastewater project and involves installation of a 30-inch pipe between Cleveland Heights Golf Course and a pipe at Florida Avenue. The goal of the project is to connect growing portions of southwest Lakeland with the Glendale Sewage Treatment Plant.
The new goal to complete placing the pipe under Cleveland Heights Boulevard is Aug. 26, City Manager Tony Delgado said in a news release, “but we still have to complete construction, pack the roadbed and resurface before we can return the road to normal operations.”

After the pipe crosses the busy roadway, work shifts to Dog Leg Woods Dog Park, which has been temporarily reduced in size for the project, and then to Eastway Drive and Azalea Street.
The Eastway-Azalea portion of the project is projected to start in September and take three months to complete. Traffic on portions of Eastway and Azalea near the work will be reduced to one lane.
During the Cleveland Heights Boulevard phase of construction, traffic is reduced to two lanes between Robin Road and Raintree Boulevard, with the lanes being used shifting as the work progresses.
