City Manager Tony Delgado has asked Pastor Mark Barton to get permits needed to feed his congregation — and anybody else who shows up — at Munn Park on Sundays. Barton has declined, saying he’ll follow a higher power, and a church member said paying for permits, insurance, police presence and bathroom facilities would effectively end their open-air services. Degado’s next step: a more strongly worded letter.
