Joel Dragan and Anna Toms, both of Lakeland are engaged to be married. Joel was recently promoted to Director of Member Services and Participant Safety with US Youth Soccer and Anna is a reporter for LkldNow. It was a New Year’s proposal for the couple who were visiting family in New York.
