GOING UP: City commissioners are set to vote Monday on a proposal to increase the stormwater fee on utility bills by one-third. For private residences, it means a monthly boost from $6 to $8. The extra revenue will allow the city to make infrastructure improvements.

AND UP: Commissioners will also consider a proposal to increase penalties for downtown parking violations, a move aimed at changing the behavior of habitual offenders. (An infographic by reporter Christopher Guinn illustrates the problem.)

CHILLING OUT: Lakeland-based singer-songwriter John Frinzi (website) brings a Margaritaville vibe to 250 live dates a year and an album he hopes to release this fall.
